At Southlake Regional Health Centre, Newmarket, on Wednesday, June 18, 2025, Emil Kolb, at the age of 89 years, beloved husband of Beryle.  Loving father of Paul and Marion, Jean, Mary and David (deceased), Susan and Bob.  Cherished Grampa of John and Kim, Karen and Brad, Robert and Kelly, Amanda and Dean, Jessica, Ryan, Amelia and JoeBob.  Proud Great-Grampa of Colby, Erica, Della, Zack, River, Rebel, Reed, Emmett, Kurtis, Everett, Vaida.

The family will receive their friends at the Egan Funeral Home, 203 Queen St. S. (Hwy. 50), Bolton (905-857-2213) on Monday afternoon 2 – 4 and evening 6 – 8 o’clock. 

Funeral Mass will be held in St. John the Evangelist Roman Catholic Church, 16066 The Gore Road, Caledon on Tuesday morning, June 24 at 10 o’clock.

Please join the Kolb family immediately following for a celebration at Glen Eagle Golf Club, 15731 Hwy 50, Caledon concluding at 2 o’clock.

A private family interment will be held at Morningside Cemetery in Palgrave. 

In lieu of flowers, memorial donations may be made to Bethell Hospice Foundation or Headwaters Health Care Foundation.

Public Service and Legacy

In 1965,  Emil began a long and distinguished career in Public Service as County Councillor, Peel Region Councillor, Mayor of Caledon and finally as the longest serving Chair of both the Region of Peel and Peel Police Services Board.

Emil was a visionary leader, a true collaborator who lived and served his values of fiscal accountability by leading Peel Region in becoming debt free, building financial reserves, establishing funding for the protection of environmentally sensitive lands, and ensuring long term sustainability for a rapidly growing Region.

Under his leadership Peel opened state of the art water and wastewater treatment plants, developed a future forward innovative waste diversion program, launched long term care, newcomer services and affordable housing strategies. Emil championed the multi-million-dollar redevelopment of Peel Art Gallery and Museum Archives (PAMA) to ensure that the history, art, and historical archives of Peel were available to the public, and not lost to time. Emil continued in this endeavor in recent years by working with residents and local historians on the Caledon Trailway, Building the Dream Book Project, celebrating the history of the trailway through Caledon.

Emil Kolb was the long-serving Chair of the Peel Police Services Board and early in his tenure during the “social contract” Emil saw an opportunity to change the budgeting practice of Peel Region Police which resulted in Peel Police Service erasing its capital debt in short order and then becoming the best financed police service in Canada. Emil was a passionate believer in the civilian governance of police and spearheaded a number of initiatives that modernized police governance in Canada. His contributions to policing were recognized and honoured with the naming of the Emil V. Kolb Centre for Police Excellence in Peel Region and with honours from the Canadian Association of Police Service Boards.

Hazel McCallion said of Emil at his retirement “If you want something done, give it to a farmer”.  Emil used his knowledge and experience as a farmer in meeting immediate needs while keeping an eye to the future. And the future was never far from his thoughts, through his annual Emil Kolb Hootenanny he raised over 2 million dollars in support of Children’s Charities in Peel Region.

Emil was revered by Mayors, Regional Chairs, and leaders across the Country, but it was in the way he was respected by residents, staff at every level and community groups and organizations that set him apart from many others, he was a Gentleman Politician.

He had a knack for being creative and logical in finding alternatives. I know that Emil was greatly missed when he retired from Peel Region.     We loved Emil Kolb. When he was a councillor back in the seventies, he helped us out a couple of times when we were starting a new business in Bolton. When the Town of Caledon was unreasonable he stepped up for us with his down to earth, common sense attitude. He was a man for the people.     I got to know Emil just a bit while we worked on the Caledon Trailway book “Building the Dream”. I enjoyed his stories when he shared memories about the very early days of creating the rail trail, and I think all of us on the project valued his presence immensely.
    I wish all in his family well – you lost an important part of your family, but you have your memories. Through those he will live forever.

    What made Emil so special? It wasn’t just his constant smile or his gentle laughter, but the truly caring nature that was behind all that. Emil seemed to know everyone AND remembered their names, their connections and their stories! He made everyone feel important. His participation and concern for all things in our Caledon community was beyond compare. You just knew if something needed addressing, once Emil was involved, it would be dealt with! He attended all the local events and supported all the local fund-raisers. (Thank-you for eating so many meals at Palgrave Church!)
    For 55 years I have been privileged to feel like a part of the Kolb clan and it is so sad to have to say good-bye to such a wonderful man. Keep them dancing up there Emil!

    I want to express our condolences to the Kolb family on behalf of all the Toronto and Region Conservation Authority staff who had the pleasure of working with Emil over the many years when he was a Board Member and as a long time supporter as Mayor of Caledon, Peel Region Chair and a resident of Caledon. Emil made things happen not only within the Humber River Watershed, but throughout the entire jurisdiction of the TRCA (MTRCA). As Bill McLean, a former General Manager of the Authority would say, “Emil was a true friend of Conservation” which is very high praise and well founded.

Emil gave so much of his time and wisdom to members of staff both at the Region and Peel Regional Police. Historian Arthur Schlesinger once said of John Kennedy that ‘he was the hardest listener I ever knew.’ The same could be said of Emil…he listened, asked the right questions.     Emil wore many ‘hats’ with equal confidence and ability. He was not one to be underestimated as his longevity in politics proved. I knew him as the Mayor of Caledon, and the Chair of the Region of Peel, where he took a keen interest in the then Peel Art Gallery, Museum and Archives, and in my career path at the Region. I remember arriving at the farm one afternoon to interview him for an exhibit, and waiting for him to get off his tractor. He loved his political life, but he loved the hills of Albion, and his farm, even more. He was extraordinarily proud of his contributions to the Caledon Trailway, and it was a pleasure to work with him on that book team. Emil was one-of-a-kind, and we were lucky to have experienced his leadership, foresight and good humour.

    Dear Beryle and family. As you know I worked with Emil for 30 years at Peel. Emil’s vision was always on the long term sustainability of the Region and the quality of life for its residents. In our work together he was always interested in finding new approaches to managing or solving the complex issues that came with providing world class public service.     Emil was a very gifted leader and I had the benefit of learning from him and sharing the journey of Peel’s growth from the very early days. His commitment to meeting the community’s needs was my first encounter as we together found the way to replace the old Armstrong Nursing Home with The Davis Centre – a Home and community centre ahead of its time in elder care. Emil always supported the staff and motivated us to do and be better.
    Thanks for a wonderful model of service to others, and may you find a place in heaven to continue using your gifts.

    I was deeply saddened to hear of Emil Kolb’s passing. Please accept my heartfelt condolences.

    I hold many fond memories of Emil from my time working in the Region’s Public Works Department, where he served as Regional Chair with great dedication and vision. His warm presence during Christmas celebrations—especially when he dressed up as Santa Claus—brought so much joy.     Dear Beryle and family, please accept our sincere condolences on the sad passing of Emil. I was so fortunate in my 22 years at Peel Region to work closely with him and benefit from his wisdom, gentle humour and kindness. I learned many things about leadership with heart, being open to inputs but decisive when the situation required, and having and eye on the long game. Emil built, through Peel Region Council and staff, an incredible range of achievements and he did this with humility and grace. A gentle farmer who took on much more for his community because it needed his heart and vision. Thank you, Emil, for your generous mentorship and friendship. Thank you Beryle, for sharing him with your warm smile and humour. To the Kolb family, cherish your many wonderful memories of a great man.

    Emil was enthusiastic in bringing the 4 ambulance services into 1 service as a regional service. I was able to help our community relations officer come to regional council on several occasions. Emil was very happy to have his council learn CPR and proud of the fact that he was taught by the best paramedics in the country. Emil was a great leader and will be remembered for that as well as his kindness and forward thinking. RIP Sir, we will take it from here.

    Hello, this is Arie Poot. I met Emil last year at the Davis Senior Centre in Bolton. Although we only knew each other for a short time, it was a pleasure to get to know him.

    We often rode the TransHelp bus together, and most of the time we would sit next to each other and have great conversations. Emil shared many of his stories with me, and over time, we became good friends.

    I didn’t have the chance to meet his family, but I want to extend my sincere condolences—especially to his wife, Beryle. I already miss Emil very much.
